Future law on fees to introduce electronic system

BELGRADE - Serbian Minister of Finance Dusan Vujovic announced on Thursday the adoption of a new law on fees, which will envisage the introduction of an electronic system for filing and paying fees.

He said that a working group tasked with drafting the law was formed two days ago, adding that this document will be drafted in the next few months.

Vujovic underlined that the goal is to cut the number of non-tax fees that according to NALED data stands at 384.

He said that investors have had no objections with regards to the amount of the fees, but rather their non-transparency.
Investors and businessmen will in future be able to check the existing fees, and the chart will be published on all websites of the local self-governments and the Ministry of Finance.

Vujovic expressed expectation that the law on fees will be adopted by the end of the year, and that the public register will become operational as of 2017.
"Simultaneously, we will draft the law on financing of local self-governments and the law on financing of the Autonomous Province of Vojvodina, and thereby we will establish order and transparency in collection of non-tax fees," Vujovic underlined.

Speaking about Thursday's meeting with over 100 members and partners of NALED, Vujovic said that they discussed the grey market, improvement of business climate and fiscal instruments.

As for the grey market, Vujovic said that good results have been recorded since August 2014, particularly in tobacco turnover and tobacco excises.

The goal is to carry out a reform of the tax administration based on expanding the tax base, voluntary acting upon regulations and increase of revenues in the total GDP, Vujovic said.
