Dramatic difference between population census and voters’ lists Even 700,000 people more in voters’ list

In the general list of voters there are 6,767,324 registered citizens with the right to vote. That is by about 700,000 people more in relation to the population census from 2011 when that number was 5,940,816.

The reason for this discrepancy is that the voters’ list contains names of all people with residence in Serbia, even if they have been living abroad for years and therefore were not registered during population census.


At the Ministry of Justice which is in charge of updating the voters’ list they say that they are only entering data submitted to the ministry by adequate services of local autonomy. Djordje Vukovic, the CeSID Program Director says that the difference between the number of people in the voters’ list and those registered during the population census is not unusual and that such difference always exists.


He however warns that the data in the voters’ list and the data from the population census cannot be compared, since these are two different categories.


- Census registers situation in the field while a voters’ list is a list of all people born in Serbia, having Serbian citizenship and residence in Serbia – Vukovic explains.

In spite of this difference he claims that there is no danger of election manipulation and stealing of votes.


As the Republican Election Commission (RIK) says about 80,000 of new voters have been registered in recent three years, but in spite of that, the number of people in the voters’ list has dropped for the first time by about 300,000 in relation to elections...
