Chauffeurs More Important than Doctors

Good job to everybody doing their job honestly, but there has to be an order. Is it normal that, like Minister Zorana Mihajlović once said, salaries of some secretaries vary between 45.000 and 120.000 dinars, while pediatricians get only 67.000, and teachers 46.000 dinars?
