Merger of Revenue, Customs Agency Not on Agenda of Caretaker Govt

Bulgaria's Finance Ministry has assured that it is not developing a framework or project for the merger of the National Revenue Agency (NRA) and the Customs Agency.

A media statement of the Finance Ministry informs that the caretaker government lacks the competence to adopt such a decision.

"The preparation for such large-scale administrative reform involves a broad public debate and consultations with all interested parties.

The implementation of such a merger, which would affect a large number of natural and legal persons, as well as influencing the administration of revenues from customs duties, taxes and obligatory insurance payments, requires a detailed preliminary analysis. The analysis is to touch upon the legislative basis, the structures, functions, and activities of the revenue authorities. It should also provide an assessment of the impact of the measure, as well as research into the practices of other EU Member States and third countries in the sphere," Bulgaria's Finance Ministry says.
