The Bulgarian Court Authorized Construction on the Coral beach near Lozenets

The Supreme Administrative Court, with its final decision of 10 January this year, has allowed the construction of a complex of 45,000 square meters of built-up area on the Coral beach near the village of Lozenets. The local site tsarevo.info reported the decision first and cited by Dnevnik. 

Yesterday there was another court decision, which allowed construction in Sinemorets. For a week, authorities have been checking out reports of construction work on the Southern Black Sea Coast - near Gradina camping, Arapia and Alepu Beach.

With its decision on Coral, the court declared lawful construction of the Coral Residence Project to Prime Property BG for a hotel complex.

A complaint was filed by the Regional Inspectorate of Environment and Waters in Burgas for lack of environmental impact assessment and compatibility assessment under the Biological Diversity Act. The court, composed of Svetlana Yonkova, Tanya Radkova and Anelia Ananieva, points out that the controversial terrain was urbanized in 2006 and has a detailed development plan in place. According to the magistrates, the plot is not located in a protected area, no impact assessments and compatibility studies are needed, and there is no evidence of dunes.

It is added that the territory coincides with an active general plan of the municipality of Tsarevo, according to which the plot falls into a recreation area. The conclusion is that there is no reason to declare Coral's construction permission to be void.

However, tsarevo.info recalls that a general plan of development is in fact not in place because the old one was stopped in 2014 by order of the then Minister of Environment and Water Iskra Mihailova. And the new one has not yet been approved.
