This is according to Linglong Chairman Wang Feng.

Wang spoke after the groundbreaking ceremony for the new Chinese tire plant in Zrenjanin, northern Serbia, held over the weekend.
"Their (Volkswagen's) supplies division monitors where their suppliers are. For them, too, it is important to have suppliers close at hand. Serbia has a good business environment. They make their decisions on their own but we will share the positive experiences we have gained in Serbia," Wang told Belgrade-based daily Vecernje Novosti, Tanjug is reporting on Monday.
He expects production will be possible at the end of next year despite being slated to start in 2021.
"The factory's capacity will be 13 million tires a year. This will be achieved in 2025," Wang said, adding that tires produced in Zrenjanin would be marketed in North Africa, Europe and North America.
Wang also said the company is already preparing to start hiring workers, who will be given "support, and excellent working conditions."
"That means training, necessary equipment, and adequate pay," Wang said.
