Govt adopts guidance for hybrid work in state admin

Ljubljana – The government has adopted guidance on hybrid work in the state administration, recommending for employees to work one day from home, two from the office and two mixed days, depending on the needs. The hybrid system would only be used where possible and in agreement between the employee and their superior.

The 1 plus 2 plus 2 hybrid model of work is also being introduced by the European Commission for its staff.

The day when the civil servant works from home can be fixed or it is also possible to determine days when they must come to their workplace such as the day of meetings or office hours.

It is also possible to have the employee come to work on any work day that a certain task needs to be performed, in line with the government guidance.

Under Slovenian legislation work from home is not the civil servant’s right but rather an option that depends on the work process, the Public Administration noted.

“It is therefore the employee’s direct superior who can judge and decide when the physical presence of an individual civil servant is required in workplace and when not.” At the same time, work from home can only be decreed if the employee agrees with it.

When the employee can work from home, the employer provides the basic means for such work, if means of work allow it. When working from home, the employee is entitled to an allowance for the use of their own resources of EUR 2 per day.

The government notes that the guidance is not a legally-binding act but rather a set of recommendations to help ministries to draw up internal rules where they need to take into consideration the specifics of their area of work, content of activity and work process requirements.

The ministry says that experience shows that hybrid work arrangements reduce the costs associated with civil servants working on the premises and sickness absence. They also point to other positive effects, such as reduction of the carbon footprint and the burden on transport infrastructure.

The government recommends that where possible work from home should be allowed in state administration to some extent beyond the end of the Covid-19 epidemic.
