In Greece, cleaning a storm drain or a plot of land can involve - and mix up - three or four government agencies.

Untangling this knot of responsibilities will be a quiet but key reform for the state. It must be clear who is responsible for what, whether it is the central or local government. 

The solution, however, is not to re-concentrate all responsibilities in several ministries.
