Global powers on Dec. 13 backed the formation of a national unity government in Libya, pledging economic and security support to help stabilise the chaotic North African country where Islamic State of Iraq and the Levant (ISIL) militants have a foothold.

Since June, the UN refugee agency (UNHCR) has donated equipment worth over USD 264,000 to Serbian police at the Presevo reception center.

This is according to UNHCR Representative in Serbia Hans Friedrich Schodder, who spoke during the weekend, announcing that that the UN refugee agency would provide USD 16 million in aid to Serbia in 2016.

"For the first time, every country in the world has pledged to curb emissions, strengthen resilience and join in common cause to take climate action, What was once unthinkable has become unstoppable," Ban Ki-moon, U.N. Secretary General tweeted following the climate accord in Paris.

Iraq appealed to the United Nations Security Council on Dec. 11 to demand an immediate and unconditional withdrawal of all Turkish troops from northern Iraq, calling Turkey's military incursion a "flagrant violation" of international law. 

Russian Foreign Minister Sergei Lavrov has spoken by phone with his Iraqi counterpart Ibrahim al-Jaafari to discuss the "unlawful incursion" of Turkish troops in northern Iraq, the Russian Foreign Ministry said on Dec. 12.

"The Russian side expressed its firm position in support of the sovereignty and territorial integrity of Iraq," the ministry said in a statement. 

A powerful car bomb exploded near a hospital in the central Syrian city of Homs on Dec. 12, killing 16 people and wounding dozens, the provincial governor and a monitoring group said.

The Islamic State of Iraq and the Levant (ISIL) said in a statement that it was behind the attack, and said it consisted of a car bombing and a suicide bomber blowing himself up.

French Foreign Minister Laurent Fabius presented a landmark global climate accord on Dec. 12, a "historic" measure for transforming the world's fossil fuel-driven economy within decades and turn the tide on global warming.

Alternate Migration Policy Minister Ioannis Mouzalas rejected criticism the government has not done enough to pressure Turkey to implement the Readmission Agreement. He said that consecutive governments have had difficulty convincing the neighboring country to take action.
