"The government adopted a conclusion in which it expresses deep condolences to the families of the victims, and with a minute's silence at the beginning of the government session, we paid our respects to the victims of the shooting," said Fiala, according to Novinki.

"We are convinced that Croatia meets all the conditions to enter Schengen and we will do everything possible during our presidency ... to help it join from next year," Fiala told reporters after a meeting with his Croatian counterpart Andrej Plenkovic in Prague.

The president is still to appoint the other 17 ministerial nominees. That's meant to be a formality, but Zeman is a master of turning such formalities into political drama.

The president has told the country that he plans to object to one ministerial nomination. While he didn't name anybody, the proposal of Jan Lipavsky as foreign minister is widely assumed to be the target.
