A memorial ceremony was held on Wednesday at Dubrava prison to mark the 20th anniversary of the mass killings between May 19 and 24, 1999, during the war in Kosovo.

Kosovo is planning to call on the international community to establish a special international tribunal that would judge crimes committed by Serbs during the war in Kosovo - but experts told BIRN that it is almost impossible that such a proposal will be successful.

And it would deal with "the crimes committed by Serbia" in Kosovo and Metohija.

Hundreds of relatives of victims gathered on Wednesday at a memorial to the 54 ethnic Albanian civilians killed by Serbian forces in the village of Poklek, 25 kilometres west of Pristina, to mark the 20th anniversary of the massacre.

The extraordinary parliamentary session was called by the opposition Democratic League of Kosovo, LDK, whose leader in parliament, Avdullah Hoti, proposed the motion.

This happened as a coalition of Albanian parties celebrated victory achieved in elections in this Montenegrin municipality, Sputnik is reporting this Monday.

"There are two million people living there. There is the act of declaration of independence. If someone dares to negotiate the territory of Kosovo, then he is against the Constitution, Haradinaj told the T7 broadcaster, Koha reported.

Kosovo assembly speaker Kadri Veseli on Friday said the teaching union had agreed to call off a three-week strike over pay, after hearing that teachers' wages would go up under the draft law on salaries, which parliament was due to adopt on Saturday.

The decision to increase by 100 percent fees on goods from central Serbia and Bosnia-Herzegovina was made by Pristina in November, leading to a standstill in the EU-mediated Kosovo dialogue, as Belgrade is demanding the abandoning of this measure before the negotiations could continue.

Sharp disagreements among Kosovo officials over whether the import tax of 100 per cent on goods from Serbia and Bosnia and Herzegovina should be revoked have fresh sparked warnings that the government could fall and be forced to hold snap elections.

Prime Minister Ramush Haradinaj is not budging from his stance that the tax will only be scrapped when Serbia recognises Kosovo.
