A draft U.S.-Russian plan calls for a cessation of hostilities in Syria to begin on Feb. 27 but to exclude Islamic State of Iraq and the Levant (ISIL) and al-Qaeda linked Nusra Front militants, two Western diplomatic sources said on Feb. 22.

A man living in the Torbal? district of the Aegean province of ?zmir has filed a criminal complaint against his wife for "insulting" Turkish President Recep Tayyip Erdo?an, daily Yeni ?afak has reported.

The man, identified only as Ali D., recorded the voice of his wife as she swore at Erdo?an when he appeared on TV, using the recording as evidence in the complaint.

A-59-year-old woman was killed on Feb. 19 when an armored vehicle's firing mechanism allegedly malfunctioned in the southeastern province of Mardin, the governor's office said in a written statement.
