Russian President Vladimir Putin on Wednesday will visit both Saudi Arabia and the United Arab Emirates as Dubai hosts the United Nations' COP28 climate talks — despite facing an arrest warrant from the International Criminal Court over the war in Ukraine.

Efforts to defuse the crisis in Ukraine via a frenzy of telephone diplomacy failed to ease tensions Saturday, with US President Joe Biden warning that Russia faces "swift and severe costs" if its troops carry out an invasion.

Turkey has said that a U.S. House of Representatives' resolution condemning Ankara's purchase of Russian defense systems and urging potential sanctions was unacceptably threatening.

Implementation of the deal for the delivery of Russia's S-400 air defense system to Turkey is in full swing despite U.S. pressure, Russian presidential aide Yury Ushakov said on May 14.

President Vladimir Putin will meet his Turkish counterpart Recep Tayyip Erdoğan in Turkey on Oct. 10, the Kremlin said on Oct. 4, as the countries mend ties shattered by Ankara's shooting down of a Russian warplane last year.

"The visit will be on October 10," Interfax news agency quoted Kremlin aide Yury Ushakov as saying.
