A high-level panel on humanitarian financing co-chaired by EU Commission Vice-President Kristalina Georgieva presented a new global model for financing humanitarian aid.
The report of the panel was presented to UN Secretary-General Ban Ki-moon in Dubai on Sunday.

Dubai seeks cause of hotel fire at New Year
The authorities in Dubai are trying to find out what caused the fire that engulfed the five-star luxury hotel, Address Downtown Hotel on New Year’s Eve.
The fire broke out at about 21:30 local time (17:30 GMT) and appeared to engulf most part of Address Downtown within 10 minutes, as BBC reports.
