Suicide Bomber Kills 13 in Election Rally in Afghanistan
KABUL, Afghanistan (AP) — An Afghan official says a suicide bomber has struck an election rally in the country's eastern Nangarhar province, killing at least 13 people and wounding more than 30.
Attahullah Khogyani, spokesman for the provincial governor, says some of the wounded are in critical condition, which increases concerns that the death toll could rise further.

Islamic State Group Claims Attack on Kabul Military Compound
The Islamic State group claimed a pre-dawn attack on a military compound in Kabul on Monday that officials said has killed at least two soldiers and wounded 10 others, AFP reported.
"Islamic State fighters targeted the military academy in the city of Kabul in a suicide attack," IS said via its propaganda arm Amaq.
