Valchev has been Bulgaria's consul general in Thessaloniki, Greece from 2011 to 2015. He will take over from Lyubomir Popov, whose term of office as the consul general in Edirne has expired, the government said in a statement following a weekly meeting.
Bulgaria MPs Back Constitutional Changes
Lawmakers in Bulgaria have given the green light to constitutional amendments which the ruling coalition says will strengthen and boost the independence of the judiciary.
At a first reading, the draft changes have been approved by a majority of 184 out of 240 MPs, with 34 against and 8 choosing to abstain.

Bulgaria MPs Debating Constitutional Changes
Bulgaria's Prime Minister Boyko Borisov on Wednesday urged lawmakers to vote in favor of constitutional changes.
Alongside Justice Minister Hristo Ivanov, he visited Parliament as MPs had just started their debate on a series of constitutional amendments tabled before summer recess began in July.
