Russian President Vladimir Putin said in an address to the Russian people that he recognized the Donetsk and Luhansk People's Republics as independent states. A shell fired from Ukraine hit the Federal Security Service's border post in Rostov, the Federal Security Service's (FSB) border service said on Monday.

The presidents of the United States and Russia, Joe Biden and Vladimir Putin, have agreed in principle to hold a meeting on the crisis in Ukraine, the office of French President Emmanuel Macron announced on Monday, Reuters reported.

Russia on Sunday rescinded earlier pledges to pull tens of thousands of its troops back from Ukraine's northern border, a move that U.S. leaders said put Russia another step closer to what they said was the planned invasion of Ukraine.
