China and the World Health Organization could have acted faster to avert catastrophe during the early stages of the coronavirus outbreak, a panel of independent experts has concluded.

The head of the World Health Organisation has said he is "very disappointed" China has denied its experts access to investigating the origins of coronavirus.

Defining 2020 as the year of trials, tragedies and tears, the UN Secretary General appealed for cooperation in tackling global challenges in his year-end address Monday. 

"Together, let's make peace among ourselves and with nature, tackle the climate crisis, stop the spread of COVID-19 and make 2021 a year of healing," Antonio Guterres said in a video message.

The Finance Ministry has launched procedures for the early repayment of a 3.6-billion-euro chunk of a loan received from the International Monetary Fund.

The repayment in question will cover loans ending in 2021 and 2022, Minister Christos Staikouras said on Monday.

This year is on course to be one of the three warmest ever recorded, the United Nations said on Dec. 2, as the UN chief warned the world was on the brink of "climate catastrophe".
