The 28-year-old beat Russia's Andrey Sobolev in the final for what is his third career World Cup win.
Mastnak also won this season's opening race and took silver at the World Championships in Park City in early February.
Third place in Secret Garden went to Stefan Baumeister from Germany.

Hadalin third in combined World Cup event in Bansko
The runner-up from the recent world championship in Sweden's Aare in the same discipline finished behind Alexis Pinturault of France, who secured the small crystal globe in the combined event, and Austria's Marcel Hirscher.
Hadalin wins silver in combined at Ski World Championship
The 23-year-old Slovenian was second only to Alexis Pinturault of France, while third place went to Marco Schwarz of Austria.
Hadalin was far back in 30th place after the downhill but had a superb performance in the slalom part of the event for what is by far his greatest career achievement.
Ilka Štuhec defends downhill title at World Championships
The 22nd World Championship medal for Slovenia marks a dream comeback for the 28-year-old, who returned to competition this season after sitting out the entire previous season due to a knee injury.
Štuhec finished the shortened course - it was cut by almost a quarter due to bad weather - in 1 minute, 1.74 seconds, 0.23 seconds ahead of Corinne Sutter of Switzerland.
First Olympic medal winners for Slovenia enter Hall of Fame
The trio was inaugurated into the elite club honoured by the Slovenian Sports Journalists Association as the first winners of Olympic medals for Slovenia.
Jure Košir (46), competed for 15 seasons in the World Cup to earn 3 wins and 20 podium finishes, but his biggest achievement was the bronze medal in the men's slalom at the 1994 Winter Olympics in Lillehammer, Norway.

Albert Popov continues to write his history in the Alpine Ski World Cup. 21-year-old Bulgarian finished the phenomenal sixth place in the night slalom in Schladming and recorded a new record ranking among the best in the world.
Bulgarian Albert Popov Finished 9th at the Kitzbuehel Slalom
Albert Popov made an amazing race and was the big surprise in the slalom at the Austrian Kitzbuehel resort, a round of the Alpine Ski World Cup.
The 21-year-old Bulgarian took the ninth place in the final standings, although he was the 71st starting number.
