The duty of local authorities

Preserving forests cannot solely rest on the shoulders of the central government. Local governments must finally rouse themselves. 

The duty of prevention predominantly falls upon these local authorities, which are equipped with the resources and strategies to shield the country's natural treasures from summer wildfires during the cooler months. Instead of making calls for water-dropping airplanes and helicopters in the hottest months, when it is already too late.
