Montenegro's government plans to offer citizenship to foreign investors who are willing to invest in the country, especially in the undeveloped north.

The government on Thursday said it was preparing an "economic citizenship" package designed for foreign investors, and the scheme would begin on October 1.

The governments of Montenegro and Bosnia are to sign an agreement to establish joint embassies on the so-called "Nordic" model.

Under the agreement, which BIRN has seen, the new arrangements will contribute tocost-effectiveness and improved efficiency in the work of diplomatic and consular offices.

Montenegro has granted 203 honorary citizenship to "prominent" figures in summary procedures since 2008, report says.

According to the same report, of that figure, 195 were proposed by Prime Minister Milo Djukanovic .
