The Biden administration is preparing to announce sanctions in response to a massive Russian hacking campaign that breached vital federal agencies, as well as for election interference, a senior administration official said.

President Joe Biden will withdraw all U.S. troops from Afghanistan by Sept. 11, the 20th anniversary of the terrorist attacks on America that were coordinated from that country, several U.S. officials said.

The U.S. Secretary of State Antony Blinken said on April 14 the moment has come to withdraw troops from Afghanistan and that Washington would work with NATO allies on a "coordinated" pull-out.     

"Together, we have achieved the goals that we set out to achieve and now it is time to bring our forces home," Blinken said in Brussels ahead of talks with NATO partners.     

Russia has more troops on Ukraine's eastern border than at any time since 2014, when it annexed Crimea and backed separatist territory seizures, and the United States is concerned by growing "Russian aggressions," the White House said on April 8.

The United States is discussing its concerns with its NATO allies, White House Press Secretary Jen Psaki told a briefing.

The health of jailed Puitn's critic Alexei Navalny is deteriorating and he is beginning to lose sensation in his legs and hands, his lawyer says.

Vadim Kobzev said Navalny, who is in a penal colony serving a sentence for embezzlement, had been diagnosed with two spinal hernias.

Last week, Navalny started a hunger strike to demand proper treatment for acute back and leg pain.
