The three Bosniaks were murdered in the Piva River canyon near Pluzine after escaping from the Serb-held town of Foca in eastern Bosnia.

The killers were members of the Bosnian Serb Army's Dragan Nikolic special unit.

"Montenegro called for Vukovic's extradition in 2016. The Serbian [justice] ministry made no decision on extradition," said Tea Gorjanc Prelevic, head of Human Rights Action.

A member of the Montenegrin Assembly from the ruling DPS party has been detained at Moscow's Domodedovo airport.

Podgorica-based daily Vijesti is reporting that it received confirmation of this from sources close to the MP, Miodrag Vukovic.

BELGRADE -- A new survey carried out by the U.S. NGO NDI and CeSID showed that only 30 percent of Serbian citizens believe that democracy is the best type of government.
