Marko Djuric said on Wednesday the Community of Serb Municipalities (ZSO) will have "tangible executive powers."

According to the director of the Serbian government's Office for Kosovo and Metohija, it will be directly funded by Serbia and excluded from all taxes, customs duties and other payments to institutions in Pristina.

The Self-Determination Movement has threatened to organize the most fierce unrest so far and blockades of all institutions in Kosovo.

This opposition party in the Kosovo assembly announced it would do so if Pristina "accepts to form a community of Serb municipalities."

Delegations of Belgrade and Pristina on Wednesday in Brussels agreed to begin implementing a memorandum on vehicle insurance on August 12.

Serbia will insist on the formation of a community of Serb municipalities (ZSO) in Kosovo "so that Serb children are safe," says Aleksandar Vucic.

An institution should exist to which Serbs can turn to with all of their problems, the prime minister said on Friday in Belgrade as he spoke with several hundred of children from southern Kosovo and Metohija.

Kosovo's Serbian Deputy Prime Minister, Branimir Stojanovic, on Thursday said the formation of a Kosovo Army remained "unacceptable" for the Serbian community, adding that Serbian representatives in parliament, himself included, will vote against its formation.     

He made this assertion also on Wednesday during a session of government where this issue was being voted on.

BELGRADE - The head of the Serbian government Office for Kosovo-Metohija Marko Djuric said on Thursday that he has been informed that the Kosovo government does not consent to his visit to Kosovo-Metohija, but added that his sole message is "see you in Kosovo-Metohija."

Aleksandar Vucic and Isa Mustafa, the Serbian and Kosovo Prime Ministers, met on Tuesday in Brussels for another round of EU-mediated talks and agreed to halt fresh privatisations of companies in the Serb-run north of Kosovo.
