Haradinaj also said that "Kosovo and Catalonia have nothing in common" and that "the analogy makes no sense - because Kosovo was made through the breakup of Yugoslavia in a bloody process of all against all, while civil and political rights are respected in Spain."

He added that he "expects Spain to accept Kosovo as a member of the EU."

Pace of EU Accession Depends on Progress on Reforms, Dialogue

The pace of the EU accession talks between Brussels and Belgrade continues to depend on progress in the reform process in Serbia, as well as on the dialogue on normalisation of relations with Pristina, says the European Commission report on Serbia's progress on the EU path, to be published on Tuesday, Tanjug reported.

Kosovo Arrests Serbian Official for Illegal Entry

Kosovo Police confirmed to BIRN on Monday that Marko Djuric, head of the Serbian government's Kosovo office, had been arrested on Monday for illegal entry and transferred to Pristina by the Specialized Operational Unit of Kosovo Police.

Kosovo Special Police intervened following reports that Djuric was participating in a debate in the divided northern Kosovo town of Mitrovica.

According to an EU press release, they "discussed further, within the framework of the new phase of the EU-facilitated Dialogue between Belgrade and Pristina, the preparations of a comprehensive agreement on normalization of relations."

They also "reviewed progress made in the implementation of the past agreements, in light of recent working sessions held in Brussels."

Whether the Serbian Municipalities Community (ZSO) will be formed in due time or will wait for the signing of a legally binding agreement between Belgrade and Pristina, is a dilemma opened by Foreign Minister Ivica Dacic, saying that he heard a new option - that the ZSO will be just part of the package of the agreement, which he called a "superb insolence".
