Ukrainian President Petro Poroshenko demanded of German Chancellor Angela Merkel over the phone a “tough reaction” from the West against Russia.
The ceasefire was agreed last week in Minsk.
However, according to the Ukrainian President, Russia Rebels are responsible of the broken ceasefire.

Serbia condemns use of heavy weapons in civilian areas
VIENNA - The OSCE Permanent Council held a special meeting on Monday concerning the deterioration of the situation in eastern Ukraine, especially the clashes in the civilian parts of Mariupol, and Serbia condemned the use of heavy weaponry.
Serbia, as the OSCE chair, condemned the use of heavy weaponry in civilian areas and called for an immediate stop to hostilities on the ground.

BELGRADE -- The Organization for Security and Co-operation in Europe (OSCE) participating states have adopted a declaration calling for an immediate ceasefire in Ukraine.
The document adopted on Tuesday also called for the full implementation of the Minsk agreement.
