Foreign ministers from four ex-Communist countries of eastern Europe are meeting on Monday with officials from the current EU president Luxembourg to declare their opposition to a proposal to introduce binding quotas for redistribution of migrants among EU member states.

Serbian Prime Minister Aleksandar Vucic said the closure of international borders due to the refugee crisis was damaging Serbia's economy.

On Saturday, after Hungary and Croatia closed a number of border crossings with Serbia to stop the refugees, Vucic said Serbia would weigh the economic impact during the next seven days.

Syrian refugees hoping to cross the Turkish border into Greece or Bulgaria can leave, but neighboring countries are not taking them in, Turkey's Trade Minister Cenap A?ç? said on Sept. 19.

Mild criticism of Croatia and Hungary was voiced in EU's seat on Friday over the closing of border crossings and prevention of migrants from asking for asylum.

Croatia is not closing its borders, but has reached its capacity and will redirect people to Slovenia and Hungary, Prime Minister Zoran Milanovi? has said.

Slovenia has meanwhile effectively closed its border with Croatia and is refusing to accept migrants.

After more than 13,300 refugees from Syria and Iraq entered Croatia from Serbia on Wednesday and Thursday, Croatia temporarily closed the border with Serbia on Thursday night. The biggest border passing, Batrovci, is still open for traffic.

Hungary last night began building a fence on its border with Croatia "to stem a flow of migrants," Prime Minister Viktor Orban said, according to Reuters.

He told public radio on Friday that "hundreds of soldiers and police have been deployed on the frontier."

Countries that do not share European values of human empathy and solidarity cannot count on receiving money from the bloc, German Economy Minister Sigmar Gabriel warned in an interview with the newspaper Bild. 

Croatia closed most of its border with Serbia on Sept.17 as it became the latest hotspot in Europe's migrant crisis, with thousands of new arrivals overwhelming local authorities ahead of an emergency summit next week.

Serbia's Labour Minister Aleksandar Vulin said on Thursday the government is getting ready to receive "a potentially larger inflow of migrants from Bulgaria" at Dimitrovgrad border crossing but doesn't intend to keep anyone inside the country by force.
