The latest amendments to the Ordinance 114 are based largely on the data submitted by the National Bank of Romania (BNR), an institution that has greenlighted the document in its current form, Finance Minister Eugen Teodorovici said Thursday after a meeting of the Economic and Social Council (CES). "I can tell you clearly that today, ROBOR is at over 3pct, 3.23pct the 3M ROBOR.

Darius Valcov, advisor to the Premier, said on Sunday evening that the government would want to change Emergency Ordinance No. 114/2018 as little as possible, and that as far as the banking system is concerned, the principles of this regulatory act will not be given up.

Senate President Calin Popescu-Tariceanu said on Tuesday that Government Emergency Ordinance 114/2018 on the establishment of measures in the field of public investments and fiscal-budgetary measures can be amended during the legislative process if there are well-grounded and justified proposals, saying that Romania needs a stronger banking system.

PNL (National Liberal Party, opposition, ed. n.) president Ludovic Orban announced on Monday that the liberals will send an information material to the European Commission on Ordinance 114/2018 on fiscal measures.

PNL MPs notified the Constitutional Court (CCR) on the draft laws on the laws on loan contracts, leasing operations and financial relations in banking field.

Chairman of the Social Democratic Party (PSD) Liviu Dragnea said on Wednesday that the recommendations of the Venice Commission, except one, are comprised in the Romanian legislation, referring in this sense to the emergency ordinance adopted by the Dancila Government, but whose text reached the plenum of the Venice Commission too late.

President Klaus Iohannis in Sibiu on Saturday said that in his opinion the system of emergency ordinances must stop, because "almost all governments used them, mainly during summer recess."

The Government will approve under an emergency ordinance a number of tax changes, including an increase from 2 percent to 3.5 percent of the share of the personal income tax that may be allotted to non-governmental organisations and religious denominations, providers of social services accredited with at least a licensed social service, Prime Minister Viorica Dancila said on Thursday.

Sofia municipality has brought in proposals for a new Ordinance on Public Order which bans fireworks and noisy parties in residential buildings after 22:00, reported the Bulgarian National Television. 

Several NGOs ask Prime minister Victor Ponta to resign from office, and the Ombudsman "to challenge the 26-in-1 ordinance" to the Constitutional Court.
