Scheme to get police more in touch with grass roots to be launched

Manuel Chico, “make-believe” officer of the law
Western Texas police arrested Manuel Chico for impersonating an officer.
According to a… real officer of the law, Chico’s truck was at a drive-through when it started flashing the usual red and blue that can be found on Police cars. The lightshow was accompanied by the loud sounds of a police siren.
