DNA report on Microsoft case: Elena Udrea peddled payment toward PDL's election materials

Apart from former Communications Minister Gabriel Sandu and businessman Dorin Cocos, the Democratic Liberal Party (PDL) too took advantage of the amounts assigned by the Ministry of Communications for Microsoft software licenses, with PDL benefiting from the payment of election materials, argue the anti-corruption prosecutors in the report where they request Elena Udrea's remand in custody.

According to the report, Gabriel Sandu, in his capacity as Minister of Communications, instructed the carrying out of the procurement procedure and the conclusion of the licensing contract following pressures exerted by Elena Udrea, as a member of the Government and PDL vice-chairperson, but also by others in the same party's leadership.

The prosecutors have determined that PDL is among the beneficiaries of the payments made under the contract, having received money for the printing and enveloping of four million election letters.

Thus, for the promotion of the Government's decision on the conclusion of the licensing contract and the allocation of the necessary budget, Gabriel Sandu received the support of then Minister of Tourism Elena Udrea, and in autumn 2009, a contract for the supply of services was signed with PDL, having as scope the printing and enveloping of four million election letters. The number of letters was subsequently supplemented to 8.6 million under an addendum to the initial contract.
