The EU's foreign ministers are meeting on Monday in Brussels to discuss the situation in Ukraine and to possibly agree on extending sanctions against Russia.

The EU has declared illegal Sunday's referendums in Donetsk and Luhansk for breaking away from Ukraine.

Bulgaria's deputy energy minister Ivan Ayolov confirmed, that the controversial amendments to the Energy Acts were coordinated with South Stream Transport, owned by Gazprom. 

“Of course they are coordinated,” Ayolov told Dnevnik.bg. “But it was not on their initiative or oversight.”

Bulgaria's opposition center-right GERB party will submit a no-confidence motion against the Socialist-led government of Prime Minister Plamen Oresharski.

The most recent amendments to Bulgaria's Energy Act were allegedly suggested by the Russian state company Gazprom. 

In addition, Bulgaria agreed not to require access for third parties to the South Stream pipeline. The project is allegedly investigated by Bulgaria's Interior Ministry and the State Agency for National Security (DANS).  

Ukraine's Energy Ministry does not recognize the USD 3.5 B sum which Russian concern Gazprom says Naftogaz owes for gas supplies.

Yury Prodan, the Ukrainian Energy Minister, was quoted by RBC Ukraine as saying that Kiev will calculate its debt only under "market prices".

The EU, Ukraine and Russia have failed to agree on gas issues on Friday's meeting in Warsaw, Poland.

Two more sessions of the three-way energy talks are planned for May, according to the EU Energy Commissioner Gunther Oettinger as quoted by RIA Novosti agency.

Russia is to file its second formal complaint against the EU with the World Trade Organization (WTO) over the EU's so-called 'Third Energy Package', reports EUobserver. 

Russian Gazprom and Austrian OMV signed on Tuesday a memorandum of understanding to build the Austrian section of the South Stream gas pipeline.

The Memorandum was inked at the headquarters of OAO Gazprom at a working meeting between the Chairman of the Management Committee Alexey Miller and the OMV Chairman of the Executive Board, CEO Gerhard Roiss.

Russia's energy giant Gazprom does not rule out the suspension of gas transit to Europe, the company has warned in its 2013 financial report.

Energy sector screening, "no mention of South Stream"

BELGRADE -- Serbia's chief negotiator with the EU Tanja Miščević says screening on the energy sector and trans-European networks will be held in Brussels on Tuesday.

She underlining that Belgrade did not receive any concrete objections from the EU in relation to the South Stream gas pipeline.
